January 2008 - EUROPOL to become a EU agency

The European Police Office (Europol) was created in 1995, on the basis of a Convention between Member States. The Europol Convention establishes the organisation, determines its competence, tasks and management, and includes provisions with respect to its organs, its staff and its budget.

Over the years, it has appeared that the effectiveness of the organisation should be changed as regards the need for Europol’s mandate to be adapted and tasks as regards developments in international organised crime and the justice and home affairs area, and the need to improve of Europol’s functioning and financing.

The decision will extend the mandate of Europol to criminality which is not strictly related to organized crime.
That will ease support given by Europol to Member States in connection withn cross-border criminal investigations where involvement of organized crime is not demonstrated at the start.
